Independent science for the recovery and resilience of Ukraine

IIRDU is a non-governmental, non-profit research institute founded in 2025 in Ukraine so that Ukraine's reconstruction rests on evidence, open data, and the world's best scientific practices.

Our story

A young institute with a long horizon

The institute was founded in 2025 as an independent research institution responding to a challenge unprecedented in scale — the recovery of a state during and after a full-scale war. We deliberately chose the path of scientific rigour: peer-reviewed research, recognised international methodologies, and open data rather than hasty estimates and unverified claims.

Being a young institute is our strength, not our weakness. We are not burdened by outdated procedures, we do not depend on inherited political ties, and we can build the institution to the highest standards of open science from the very start. Our horizon is decades, not a reporting period, because the recovery of Ukraine is measured in generations.

Mission

To conduct independent multidisciplinary research, develop and publish open data and methodologies, and turn scientific evidence into policy and technology that make Ukraine's recovery effective, transparent, and sustainable.

Vision

A Ukraine rebuilt on the foundations of evidence-based science, open data, and accountable governance, with a scientific community that is a full partner of world science in addressing the challenges of post-conflict recovery.

Our approach

How we work

We apply recognised international methodologies (World Bank RDNA, DaLA, ISO 14064, TCFD/TNFD) as a shared language with global partners and donors.
We conduct research in a multidisciplinary way, combining economics, engineering, environmental science, law, climate science, and data science.
We publish data and methodologies in open access so that results can be verified and reproduced.
We carry research through to a practical result — policy recommendations, open tools, and prototypes.
We build bridges between Ukrainian and world science through fellowships, joint research, and comparative recovery studies.
